I have ofna ultra with force 21. about 10 years old but hardly used.Recoil starter works fine when I take glow plug out. Engine turns over fine. With plug in it is like recoil is slipping and wont turn engine over.,

It sounds like it may have a bad one-way bearing.
First check the pin, and spring at the crankshaft pin. If the spring is collapsed it can also do the same thing.
