I've had the Hyper 7 pbs for 3 years now, i bought it from my dads friend, and it ran awesome, but then it sat for 2 years, now when i hit the gas then let off it still keeps on going until i hit the brakes then its fine, im sure it needs the carb cleaned out, but i want to see what other people have to say.

cleaning the carb should be a normal maitinance
check out you linkage and servo with the filter removed to be sure its the carb thats the issue and not the linkage/servo.
remove the linkage and move the carb slide by hand see if it hangs up or has trouble sliding in
