When a person runs a different size of venturi (carb restrictor) do they need to tune the engine differently? Is there any effect as far as the engine running lean or rich with a smaller size?

I have never used them but A restrictor will give less air flow,Meaning it will require less fuel to matain the proper tune,just my opinion
